General structure of the SYSTEM

2. SYSTEM levels

     The SYSTEM has distributed configuration and consists of the following levels (fig.1): centre for collecting and processing data and calculating prizes:

regional processing centres

agencies and kiosks with RTT terminals for receiving betting vouchers and prize payment

agencies and kiosks without RTT terminals for receiving betting vouchers and prize payment

A special feature of the system is the fourth level - ability for manual receiving of betting vouchers. It makes the SYSTEM extremely flexible and provides the following benefits:
A. The gradual implementation of the SYSTEM does not disturb the User's work during the manual processing of the existing games which are not included in the SYSTEM yet.
B. Implementation without disturbing the participants in the already existing games in the SYSTEM and without decreasing the incomes from them.
C. The SYSTEM gradually assimilates the exiting User's structure.
D. The 3rd and 4th level in the SYSTEM and the transformation in both directions between them (fig. 2) gives ability to the User to come as close as possible to the OPTIMAL:

analysis of agency's results from 4th level and making right decision for moving the agency in 3rd level and for its location

upgrading the SYSTEM by creating agencies in 4th level, which after completing certain results go to the 3rd level

complete support in case of emergency (utility line failure at RTT damage) - bypassing from 3rd to 4th level and after failure

removal from 4th back to 3rd level. It is possible the 4th level as an agency without RTT, and not only as an emergency support operation mode, to continue to exist despite SYSTEM's upgrade. This happened in Bulgaria due to several reasons:

it is economically unprofitable to equip agencies of 3rd level when the players are few

it is economically unprofitable to loose the betting incomes even from limited number of players

it is unallowable to create isolation conditions for the players, especially when the game is national and its purpose is to collect money for a state program (in Bulgaria - collecting money for forming the Olympic teams and participation in the Olympic Games).
